Effective November 8, 2025, the Washington State Liquor and Cannabis Board (WSLCB) has announced an amendment to WAC 314-11-025, adding two new forms of acceptable identification that may be used to verify age for alcohol service. The update impacts all Mandatory Alcohol Server Training (MAST) providers, who must revise their course materials to reflect these changes.
Background
In April 2023, the WSLCB accepted a petition for rulemaking to expand acceptable forms of ID used to verify a person’s age. The newly added forms include:
- The Global Entry Card, issued by U.S. Customs and Border Protection
- The Permanent Resident Card (commonly known as the “Green Card”), issued by U.S. Citizenship and Immigration ServicesLIQ1553 – MAST Acceptable Forms…
These additions align with the Board’s continued efforts to maintain clarity and consistency in ID verification across all Washington alcohol service establishments.
Provider Action Required
All approved MAST course providers are required to update their training programs and any related comprehension assessments to include the new acceptable ID types. Providers must submit updated course content to the WSLCB for review and approval no later than November 30, 2025.
A shared folder titled “2025 Course Updates” has been created within Box for providers to upload their revised materials for review. Once approved, the WSLCB will notify providers when the new content can be implemented into their courses.
Failure to submit the required updates by the deadline may result in temporary suspension of program approval, as outlined in WAC 314-17-050.
Updated Acceptable Forms of Identification
The WSLCB’s October 2025 “Acceptable Forms of Identification” guide outlines all valid identification types recognized under Washington State law, including:
- U.S. state, territory, or D.C. driver’s licenses and ID cards
- Canadian provincial driver’s licenses and ID cards
- U.S. Armed Forces ID
- U.S. Merchant Marine ID
- Official passports, passport cards, and NEXUS cards
- Tribal enrollment cards approved by the WSLCB

MAST providers are encouraged to review the updated guidance document and begin incorporating the new ID types into both instructional materials and assessments immediately.
